Gayton le Marsh Parish Meeting AGM 25 June 2024 - Held Gayton le Marsh Village Hall 7.00pm

 

Present: Rick Crust (Parish Chairman), Keith Robinson (Vice-Chairman), Mark Henry (Parish Cleark), and Peter Buckeridge (RFO). Guest Cllr Daniel McNally (LCC). 11 Residents also present.

 

1. Welcome/Apologies: Parish Chairman welcomed those present to the Parish Meeting AGM.

Apologies were received from Cllr Travis Hesketh (ELDC), Valerie and Cassandra.

2. Approval of minutes: Minutes of the Parish Meeting held 17 January 2024 were approved by those present at the meeting. Copies provided and those present reminded they can access the minutes via website. Minutes signed and dated by Parish Chairman and Parish Clerk.

3. Chairmans Report: The Chairman thanked Mark Henry, Peter Buckeridge and Keith Robinson, and all the WF Committee for their commitment and support for the benefit of us all in the Village. Thanks also to Ann Bocock for checking the Parish Account for the AGAR form.

The dead tree has been dealt with on the back lane. The tractor tyre planters have been removed from the roadsides. Churchyard gates have been replaced. Litter picking equipment is now available for anyone to use in the village, it’s stored here in the Village Hall shed.

Collette Morris has resigned from the WF Committee and Fiona Everingham was elected to the WF committee. The WF Community fund has supported the Gayt Post, the exercise classes in the Village Hall, and a £200 community payment has been offered to every household.

Chairman mentioned that 2 planning applications have been received and residents have been notified via the Village email system, and links posted on the Village website.

Monthly GDF zoom meetings have taken place. Updates on the GDF is very steady. A GDF newspaper is delivered by Post and any further updates the Village to be updated on anything that’s relevant. The National Grid Pylons are another issue currently, effecting the local

area, potentially the top end of the Village. Any information received by the Parish will be circulated. Local information meetings have been held.

4. Matters Arising: None.

5. Financial Report: Peter provided copies of the report to those present and read over same to the meeting. The Parish Meeting balance at 31/03/2024 was £1,497.38, includes precept £700.00. Expenditure was, £500.60, leaving a current balance of £996.78. Windfarm Funds are healthy, no outstanding projects.

6. Adoption of Parish Account for AGAR: Form completed for certificate of exemption for year ending 31st March 2024. Copy of this certificate of exemption, is now on display on the Village Hall notice board.

7. Windfarm Accounts: Balances of accounts at 31/03/2024, Current a/c £26,643.31. Savings a/c £39,116.03. 25-year a/c £18,269.21. Grants £25,757.94. Interest on Building Society a/c’s £1,519.35. Balance of £111,305.84, less expenditure £33,546.22, leaving a balance of £77,759.62.

8. Set Windfarm Annual Budgets: Parish Chairman proposed the budgets remain the same as in the previous financial year. Maintenance £2,000.00. Community fund £2,500.00 (maximum grant per applicant £250.00). This was proposed by the Parish Vice-Chairman and seconded by Andrew Chambers.

9. Election of Officers: Parish Meeting Officers, no changed proposed and approved.

10. Windfarm Committee: No change, apart from one resignation and a replacement was elected. See Parish Chairmans report.

11. AOB: Some residents mentioned about the possibility of a First Aid course, prior to the AGM. Sallie informed the meeting as to the cost of a First Aid course by St. Johns Ambulance. Defibrillator, Kathy informed the meeting that East Midlands Ambulance Service (EMAS) provide training. Action – Parish Clerk to deal with this matter.

Cllr McNally provided the meeting with the cost of a Speed Indicating Device (SID), as some residents had concerning of speeding motorists in the Village. The cost of a SID is between £2,140.00 - £2,200.00. Nine resident votes for a SID, four against, three abstained. Parish Chairman suggested this matter be kept aside, for the time being.

Vice-Chairman spoke to those present about the Phone Box being repositioned and a garden bench to be put in place of same. Mrs Hewerdine was spoken to, Phone Box still in situ.

Action, Parish Chairman and Vice-Chairman to speak to Mrs Hewerdine about possibility of clearing area and hedge for a garden bench. Peter informed the meeting that the Salt box by Chapel corner has been knocked over. Salt box to be repositioned in original place.

Cllr McNally spoke to the meeting about carparking in Louth, that parking in places is limited to 30 minutes. No parking in Eastgate. He informed the meeting about the proposed Pylons, that L.C.C is to review the proposed route by National Grid.

The streetlight at the end of Village is due to be replaced on 29 July 2024, by ELDC lighting, work to be completed by LCC. That ELDC are to introduce caddies to householders, for food waste. It is proposed this will take place sometime in 2026.

 

The Parish Chairman and Parish Clerk thanked Councillor McNally and those from the Village who attended the Parish Meeting AGM.
